Cobra, on its best day couldn't get close enough to the White House to see the lawn, let alone inside it to kidnap or hold anyone hostage. Cobra has trouble not running into the Joes everytime they start a secret operation THAT IS NOWHERE NEAR WHERE ANY JOES ARE.
