Before I go into the MAY MOVIE details, I'd like to take a WTF moment, if I may.

At home this weekend, I happened to notice that my mother's Star Trek calendar had a picture of Captain Janeway from Voyager on it. I totally had a lesbian crush on Seven of Nine, so I watched Voyager some despite it being pretty universally terrible. I looked at the caption under the picture. Apparently, in Star Trek Nemesis, Janeway's made Admiral...

...AND PICARD HAS NOT. WTF, TREKKIES?

Ahem. And without further ado:

Janeway would be the worst admiral ever. Worse than that guy who got taken over by aliens and tried to subvert starfleet. Worse than that other guy who tried to stage a military coup to protect Earth from the Dominion. Possibly even worse than Kirk as an admiral in movies 2-4.

That said, I thought Picard didn't want to be an admiral. I seem to remember it coming up in ST:TNG, possibly only as a theoretical though.

Also, though, look at it from Starfleet's perspective: Janeway managed to get an entire ship and crew back from the delta quadrant with minimal casualties. Picard got assisilated by the Borg and almost destroyed civilation as we know it. Who would you promote?

If this were the church, I'd promote Picard. Religious leaders who understand guilt and temptation are much more believable and sympathetic than withheld virgins who maintain a will of iron against anything sinful and wrong. A little doubt in the preacher means the congregation doesn't feel guilty over their own misgivings.

Since this is basically the navy, I'll have to grant you that Janeway would nail the promotion. She's like the Mr. Clark of the Trek world when you sum it up the way you did here.

She also toddled along acting like her job was to explore the area instead of to get home. They could've been home YEARS earlier if they'd just done their jobs instead of getting involved in local conflicts and other spurious crap.

Picard got assimilated by the Borg *because* he was so valuable to and knowledgeable about Starfleet. The Borg are pretty smart and make their choices completely rationally. I'd say that's a pretty good recommendation.
